We are looking for two Civil Enforcement Officers to work in Parking Enforcement

Job purpose:

To provide an efficient and effective service of parking enforcement, in order to minimise vehicles parking in contravention through the issue of penalty charge notices in appropriate cases. To provide this service in accordance with the Council’s objectives and policies.
Main duties and responsibilities:
To carry out Patrols of on-street and off-street parking, either individually or as part of a team. Patrols may be on foot or by vehicles according to instructions.
To identify infringements and contraventions of appropriate regulations and undertake enforcement activities as required by the contract.
To record and issue PCNs using manual or computerised systems, accurately and efficiently.
To deal politely with enquiries from members of the public and act as first point of contact on minor issues; to provide advice to the public on how to make formal complaints to the Council.
To check / test all parking related equipment during patrols and report any damaged or faulty equipment. Place Out of Order notice on machine and report for bagging them out as appropriate.
To check that parking signs and notices are accurate and that PCNs issued comply with the relevant signage; to report inaccurate or missing signs and lines, including visual checks on their physical condition.
To inspect parking areas, identify and report any necessary repairs and check cleanliness standards.
To identify and report any incidents of suspected abandoned vehicles.
To monitor and report on changes in parking patterns.
To operate the two way radio and / or mobile phones to maintain regular contact with the office / other Civil Enforcement Officers, ensuring correct radio / mobile phone procedures are followed at all times.
To maintain a pocket note book and record evidence relating to illegal parking activity, as necessary.
To make written reports and participate in adjudication hearings as required.
To provide accurate reports, verbally or written as appropriate in support of the pursuit of PCN payment.

To co-operate with any investigative actions required in association with the enforcement of parking.
To ensure that nominal identification is carried and that the issued uniform is worn at all times when on duty and maintained in clean and tidy order.
To play a responsible role in relation to health and safety, welfare and discipline within the Parking Enforcement Team.
To work shifts to meet the requirements of Parking Regulations.
To be conversant with Traffic Regulation Orders, Parking Legislation and Civil Parking Enforcement practices and procedures.
To undertake training in respect of all Civil Enforcement Officer duties and responsibilities including the operation and function of a hand held computer.
To carry out, when required emergency and other related duties arising outside normal working hours
To undertake any other duties commensurate with the general level of the post.

Person Specification

Qualifications

Trained or capable of being trained to NVQ or City & Guilds standards.
Current clean manual driving license.
Good arithmetic and literacy skills – (GCSE grade D or equivalent Maths and English)
City & Guilds level 2 in Parking Enforcement
City & Guilds in Conflict Management
First Aid qualification

Relevant Experience
Previous experience of working with the public
Experience of patrol / parking enforcement work.
Previous experience with uniformed services
Dealing with conflict situations

Skills and Abilities

Numeracy and literacy.
Good verbal communication skills
Able to communicate tactfully and effectively with the public and deal with difficult or confrontational situations.
Observant and accurate in recording information
Demonstrate an aptitude for using information technology.
Able to demonstrate an understanding of and commitment to equal opportunities.
Previous use of handheld technology & digital equipment.
Knowledge and understanding of the regulations on parking enforcement.

DBS Disclosure Required

The initial contract is for six months until January 2018

There are 2 shift patterns - Early 07:00 to 15:30 and Late 10:30 to 19:00

The pay begins at £9.36 per hour PAYE or £11.65 limited which rises after 12 weeks to £9.53 per hour PAYE or £11.86 limited
